摘  要:建立了研究农业节水补贴标准的理论框架。从政府角度定义农业节水技术使用的政府收益和成本,建立节水技术使用率与政府效益的关系,提出社会最优节水技术使用率的概念,政府效益最高的节水技术使用率即社会最优节水技术使用率。从农户意愿角度研究补贴与节水技术的使用,定义农户使用节水技术的收益和成本,分析影响农户节水技术使用的因素,从而间接建立补贴与农户(或区域)节水技术使用率的关系,进而求解对应社会最优节水技术使用率的补贴标准。The theoretical framework of agricultural water-saving subsidy standard was established. From the point of government, the government's revenue and cost of promoting water-saving techniques were defined, the relationship between water-saving techniques usage rate and government benefits was established, and the social optimal water-saving techniques usage rate was put forward, which was the watersaving techniques usage rate corresponding to best government benefits. From the farmer's point, the farmer's revenue and cost of applying water-saving techniques were defined, the impact factors of watersaving technique usage were analyzed, the relationship between subsidy and farmers (or regional) watersaving techniques usage rate was established indirectly, and then the optimal subsidy standard corresponding to the social optimal water-saving techniques usage rate could be solved.
