新西兰保护地规划体系评述

摘　　要：新西兰国土面积的1/3被划为保护地,国家保护部是其保护地的行政管理机构,新西兰形成了完整的保护地管理和规划体系。新西兰保护地规划在法律和制度层面都得到了有力的保障,其规划内容具有明显的层次性特征,通过总体政策、保护管理策略、保护管理规划等不同层级的规划手段有效地保护了新西兰保护地的各类优质资源。保护地规划的公众参与形成了比较严格的制度和程序,保证了包括普通民众在内的各利益相关者的广泛参与。One third of New Zealand territory is designated as protected areas.The Department of Conservation（DOC）,the administrative institution of the protected area,has established a complete protection,management and planning system.Especially,the planning for the protected areas is ensured by the law and government management system.The content of the planning exhibits a hierarchical structure.Through different levels of planning methods in the hierarchy,such as General Policies,Conservation Management Strategies and Management Plans,all kinds of resources in the New Zealand public protected land are well reserved by DOC.In addition,the public participation in planning process is also effectively organized by DOC.Strict rules and procedures are formed to ensure that all the stakeholders are able to get involved into the decision-making process of the plans.
