创建中国天然气工业基地的思考

摘　　要：川渝气区是我国最早的天然气工业基地,经过几十年的不懈努力和发展,2012年,四川油气田再一次擂响了全力建设中国天然气工业基地的战鼓。然而,创建中国天然气工业基地是一个长期而艰巨的任务,除了充分把握其基地的概念内涵以外,还要从长远和宏观的角度去思考中国天然气工业基地创建当中所遇到的问题。认为应将天然气开采所产生的废物(废料)处理与四川精细化工优势进行有机结合,实现经济效益和环境效益双赢;应以生态文明理念来指导中国天然气工业基地建设,大力发展天然气工业;应注重天然气利用产业集约化发展的模式创新以及天然气利用产业集约化协调发展机制的建设。Sichuan-Chongqing Areanatural gas area is the earliest natural gas industrial base in China. After several decades of efforts for development, Sichuan oil-gas field once again drummed up enthusiasm for the construction of the China natural gas industrial base in 2012. However, the task is long standing and difficult as it requires fully understanding of the concept and intension of the base and thinking about the challenges to be encountered in the construction. It is thought that we should reach the organic combination of wastes(refuses)disposal and the advantages of fine chemicals industry in Sichuan to realize a win-win results of both economic and environment benefits; we should have the China natural gas industrial base constructed under the guiding ideology of Ecological Civilization for the vigorous development of the natural gas industry; and we should focus on the innovation of the natural gas development mode based on the industrial intensification and the construction of coordinative development mechanism for the natural gas based on the industrial intensification.
