摘　　要：在分析基础设施BOT项目实施中私营财团和政府在项目不同阶段的参与过程、收益获取方式的基础上得出政府与私营财团是一种经济利益对立关系,当存在信息不对称的情况下,现有BOT的实施过程无法保证各方利益均达到最大化.通过对BOT实施过程重构,私营财团与政府由原来的对立走向双方全过程合作,实现了各方经济收益最大化.Based on analyzing the process of the participation of private companies and government in dif- ferent phases of project and the way of revenue acquirement in implementing infrastructure BOT project, a conclusion can be drawn that the government and the private companies are two entities with opposite eco- nomic interests. In the case of information asymmetry, the implementation process of BOT can＇t ensure the maximum profits for both sides. The private companies and the government gradually eliminate the antago- nism and build up the cooperation through the reconstruction of BOT implementation process, realizing the maximum economic interests for all parties.
