摘　　要：对于沿海国和群岛国而言,国家的海洋能力是其综合国力的重要组成部分。中国有着面积巨大的海洋国土、众多的岛屿和广泛的海外利益,因此,在当代中国的国家能力建构中,不能不包括中国国家海洋能力的建构。这就要求我们必须专门、全面和深入地从理论上研究中国国家海洋能力的内涵、维度与范围,把传统的政治学意义上的海权论与战略管理视角中的组织能力理论结合起来,并以此为指导,从资源、战略及能力维度的战略过程,来探索并实现当代中国有效的系统的国家海洋能力。The national maritime capacity has become an important component of comprehensive national power for coast- al and archipelagic states. The construction of state capacity of contemporary China must have to include its maritime ca-pacity due to its immense maritime territory, numerous islands and extensive overseas interests. This requires that we should theoretically study the connotation, dimensions and scopes of China~ national maritime capacity specially, compre- hensively and profoundly, combine the theory of sea power in the traditional political sense with the theory of ability of or- ganization in the strategic management perspective, probe and realize the effective systematic national maritime capacity of contemporary China in terms of strategic process of resources, strategy and capacity dimension.
