摘　　要：按照"三步走"战略部署的改革思路,采取东中西梯度推移的非均衡发展战略和财政承包制及分税制,如期实现了"前两步"翻两番的战略目标;而转向区域协调互动发展的现代化建设"第三步"战略高潮期,则需顺循区域非均衡与均衡发展相辅相反的规律,将东中西合纵连横构建沿海帮助内地共同富裕的泛珠三角、泛长三角和大环渤海财政横向均衡体,实行按常住人口"标准人"公式化分配的区域财政横向均衡制度,以形成统一市场和中国特色社会主义市场经济体制。According to the thinking of Chinese reform of ＂three-step walking＂ stategy, taking the non-balanced develop- ment strategy of the eastern and western gradient and the fiscal responsibility system and the tax system achieved the strategic target of the first two steps on time. To the third step to promote the regional coordinated development need to follow the regional unbalanced and balanced development rule and construct the east and west to the three horizongtal fi- nancial equilibrium regions which include Pan-Pearl Triangle, Pan-Yangze Triangle and Large-Bo Sea Encirclement in order to let coast area help the inland, and implement the horizontal regional financial equilibrium system which allocate according to the ＂standard person＂ formulation, so it can form a unified market and socialist market economy with Chi-nese characteristics.
