中国电视节目监管的现实困境及突围路径——基于江苏教育电视台“停播划转”个案的反思

摘　　要：2012年底,江苏教育电视台因娱乐节目"棒棒棒"录制中出现干露露爆粗口事件而被停播,继而又被撤销和划转,成为中国电视发展史上首个因节目违规而被撤销的省级电视台,亦属新中国成立以来首个从教育系统划转并归到广播电视系统的省级电视台。虽然该案是一个在特殊节点爆发、又以特殊方式解决的偶发个案,但它为中国电视节目监管改革提供了一个极具参考价值的样本:为构建广播电视"退出机制"作了有益探索;为中国广播电视跨系统资源整合提供了新的思路。从中国电视发展的趋势看,该案为中国电视监管改革所进行的探索,足以载入史册。In the end of 2012, Jiangsu education television station was cancelled for the Can Lulu swearing events and bang bang stick games, and then was withdrawn and transferred, thus become China＇s first television history by the provincial TV program of violation and cancelled since the founding of new China, which is also the first from the education system and to transfer provincial television broadcasting system. Although the case is a rare case in special nodes, and solve the outbreak in a particular way, but it is TV regulation reform in China provides a great reference value of the sample： it has made useful exploration for the construction of radio and TV ＂exit mechanism＂, and provides a new idea for China Radio and television system resources integration.
