摘　　要：铁路运输企业提出全面推行安全风险管理，确保运输安全持续稳定。作为基层安全员——铁路站段车间、班组安全员是全面推行安全风险管理的基础。从全面推行安全风险管理的角度，探讨基层安全员岗位设置和选拔培养，是一个值得深入研究的课题。It demands the railway transportation companies to implement security risk management in all- round levels to ensure the sustainable security of railway transportation. First line safety officers plays a fundamental role in this process. It is a worthwhile topic to discuss how to set the post and how to select and cultivate the safety officers.
