试论现阶段我国公共政策制定中的公民参与

摘　　要：随着民主化进程的加快和公民民主意识的提升,公民越来越多地参与到公共政策的制定中来。公民参与公共政策制定,对于提高政策的科学性、维护社会稳定、提升政府权威与合法性都有着重要的促进意义。但是,当前公民参与公共政策制定的水平还较低,机制也不完善。针对当前我国公民参与公共政策制定中存在的问题,通过理性分析和政策制定的方式,提出合理的建议和思考。With the acceleration of democratization and the promotion of citizen＇ s awareness of democracy, an increasing number of citizens participate in public policy making, which helps to promotes social stability, the prestige, authority, and legality of government. The citizen＇ s participation in public policy making, however, still needs to be improved and its mechanism maintains ,imperfect. In view of the existing problems, the paper puts forward rea- sonable proposals and thoughts with rational analysis and policy making methods.
