发展伦理视域下西部地区的反贫困对策研究

摘　　要：本文通过对国内外反贫困经验的反思和对国内反贫困实践的梳理,认为贫困问题不仅是一个经济问题,更是一个社会问题,从深层次讲是一个社会伦理问题,反贫困不仅要有经济发展,也要有社会、文化和道德的建构。正因为如此,需要基于发展伦理的视角审视和建构西部地区的反贫困对策。Based on the reflection on the experience of anti - poverty at home and abroad and the review of anti - poverty practice at home, the present paper holds that poverty is not merely an economic problem, but also a social one. More substantially, it can even be regarded as a socio - ethical issue. To alleviate poverty, we should not only develop the society economically, but also construct it socially, culturally and morally. To realize this target, we should evaluate and design anti - poverty strategy for the western regions with ethics - based view in mind.
