摘 要:目的建立卫生检疫人员口岸突发公共卫生事件应急反应能力评价模型,为检验检疫部门在面对突发公共卫生事件时挑选人才、评价人才提供借鉴。方法通过文献分析、实地调研、层次分析、专家咨询等方法,筛选卫生检疫人员应对口岸突发公共卫生事件能力评价指标,通过专家评分及综合统计分析,建立数学模型。结果建立了卫检疫人员口岸突发公共卫生事件应急反应能力评价指标体系,指标体系由3个一级指标,26个二级指标构成;最终,建立突发公共卫生事件卫生检疫人员应急能力评价的初步线性模型。结论所构建的口岸突发公共卫生事件卫生检疫人员应急能力评价指标体系框架能够涵盖卫生检疫人员应急能力的各方面,所建立的初步线性评价模型,适用性、操作性较强,评价指标可量化、评价结果较为可靠。Objective This paper aims to build up public health emergency response ability evaluation index model for china inspection and quarantine department, and to provide some reference for selecting and evaluating proper candidates in public health emergency. Methods Methods of literature analysis, field study, analytical hierarchy process and Delphi are used to select evaluation index of public health emergency response ability of health quaran- tine officers. Mathematical model are constructed through experts grading and comprehensive statistical analysis. Results The public health emergency response ability evaluation index system is built, and it consists of 3 first grade assessment indicators and 26 second grade assessment indicators. It is a preliminary linear model. Conclusion The evaluation index system covers all aspects of emergency response ability. And the preliminary linear model is adaptable and actionable. The index indicators are quantifiable, and the result is reliable.
