摘　　要：海船船员适任证书航海英语考试是为了测试国际海员运用英语进行相关专业工作的能力,而航海英语试题库建设的有效使用是实现该测试目标的有力保障。针对目前测试所出现的问题,探索如何根据测试学原理制定相应的标准、原则等,建设一套科学合理的航海英语试题库,切实有效地促进海船船员英语语言的综合运用能力。The purpose of Maritime English Exam in Seafarer＇s certificate of competency is to test seafarer＇s working capacity by using English, and the quality of building the Maritime English Test Bank is the guarantee to achieve the objectives. Based on the existing problems and testing principles, explore how to set up the appropriate standards and principles to building a scientific and reasonable Maritime English test item-bank, to effectively promote international sailors＇ professional English application ability.
