摘　　要：在经济全球化的浪潮中,辽宁省工业产业集群迎来了新的机遇。如何在全球化的背景下抓住先机,实现在产业链条中不断攀升,是众多学者一直以来探讨和研究的重要领域。在产业集群理论的基础上,通过对辽宁省工业产业集群发展现状的探究并结合前期学者的研究成果,提出辽宁省工业集群突破"技术瓶颈"、走出"低端锁定"的总体构想和思路。In the tide of economic globalization, industrial clusters in Liaoning province are given the new op- portunities. It is an important field for many scholars to discuss and research how to seize the initiative in the glo- balization to realize rising in the industry chain. On the basis of industry cluster theories, through probing into the present situation in Liaoning province and the research results of previous scholars, this paper proposed the overall conception and methods of Liaoning province industrial of the ＂low - end＂ cluster which can breakthrough the ＂bottleneck＂ and go out
