摘  要:针对国内外电力突发事件应急标准体系建设的工作现状,分析体系框架存在的问题。借鉴霍尔三维结构的思想,应用标准化系统工程结构模型,依据电力突发事件应急处置全过程理论,结合我国电力应急工作实践,研究构建我国电力突发事件应急标准体系框架模型,并对体系框架的具体内容加以说明,进一步研究了充实标准体系框架的具体内容策略。为更好地指导我国电力突发事件应急标准体系的建设工作,应用框架模型分析了我国当前亟需建立的电力突发事件应急标准,研究成果为电力应急标准化相关组织和部门科学制订/修订电力突发事件应急标准提供了指南,为更加合理地构建与完善我国的电力突发事件应急标准体系提供了分析框架与理论基础。Based on electric power emergency standards system construction present situation overseas and domestic, problems existing in the system framework were analyzed. Referenced by the ideas of Hall three-dimensions struclure theory, using standardization system engineering structure model, combined with the practice of electric power emergency work in China, established national electric power emergency standard system framework model to elaborate the specific: content of the system framework and further enrich the content of the standard system framework of specific strategies on the basis of the theory of power emergency disposal process. In order to better guide construction of electric power emergency standard system in China, the framework model analysis of China's electric power emergency standard that was urgently to be revised. The research provides the relevant of electric power emergency standardization organizations, the analytical framework and theoretical foundation in order to make a more reasonable power emergency standard system construction in China.
