摘　　要：有限有为政府是有限政府与有为政府的有机结合,是社会主义市场经济与民主政治的基本诉求。法治是有限有为政府的基础,建成有限有为政府关键在于法治的落实。有限有为政府建设必须置于法治的框架下并寻找其相应的路径,包括推动政府与公民观念的变革,促进政府与市场、社会及公民关系的整合,加强法治保障,以满足社会公众对政府的期待,彰显政府存在的价值。A limited and promising government, which the organic combination of a limited and promising government, is the basic demand of socialist market economy and democratic politics. The rule of law is the base of a limited and promising government, and the key to its implementation. The construction of a limited and promising government must be placed under the framework of the rule of law, and the corresponding path, including promoting the change of the government and citi- zens＇ conception, advancing the strengthening the rule of law, must ernment, and to manifest the value integration of government, market, society and citizenship, and be found to meet the expectation of the social public to the gov- of the government.
