广东省填海造地的发展经验及对策研究

摘　　要：分析了广东省在不同历史阶段填海造地的主要特征及其对广东省经济社会发挥的作用,同时对填海造地造成的主要负面影响进行归纳和总结,包括改变了天然海岸线、海湾等的形态特征,侵占海洋生物栖息地,破坏海岸典型生态系统和加大了罹患环境风险的概率等。阐述当前广东发展海洋经济的主要现实压力—建设用地缺口,提出以提高海域利用率、严格控制围填海规模、创新填海区平面设计和引入生态补偿机制等措施来缓解建设用地需求缺口的对策和建议。The main characteristics and roles of fill up sea and build land in Guangdong at different historical stages were analyzed.The major negative impacts of reclamation were also summarized,including altering the features of natural coastline,destruction of marine habitat and typical ecological system and increase of the environmental risk probability.It was discussed that the construction of land shortage was the main stress of marine economy development in Guangdong.The countermeasures and suggestions of reclamation to ease construction land shortage were proposed,such as increase of sea utilization rate,control of the reclamation scale,innovation of reclamation area of graphic design.
