基于高校与社区体育和谐发展的市民体育权利实现

摘　　要：运用文献资料法和调查法,分析了体育权利的法律属性和实现条件,调查了中外对体育权利法律保障的现状,重点从社区、高校、法律、政府、公民自身等层面,对我国城市社区市民体育权利实现现状和存在的问题进行调查分析。在此基础上指出高校体育与社区体育应该和谐互动发展,不仅可以促进学校的教学科研活动,增加学生接触社会的机会,更重要的是可以保障市民体育权利的实现,并就实现过程提出若干保障措施。Using the methods of literature review and investigation, this paper explores the legal attribute and the necessary con dition for realization of sports right. It investigates the current situation of Chinese and foreign legal protection of sports rights. Mainly from the community, college, law, government and citizen, it investigates the present situation and existing problems of sports rights implementations of our country city community citizens. On this basis it points out that the college sports and com munity sports should develop harmoniously and interactively. It does not only promote the school＇s teaching and research activi ties, increase the chances of students to contact society, but also guarantee the realization of citizen sports rights, and put for ward some safeguard measures in the implementation process.
