新型城镇化条件的“两重两轻”摆脱与下一步

摘　　要：城镇化进程中出现了重大轻小、重城轻乡的"两重两轻"倾向。从形成机制上看,"两重两轻"主要是"土地财政"和"GDP至上"两重非理性的机制交互作用的结果。因此,为推进新型城镇化健康良性发展,这里提出六条建议:进一步完善土地宏观调控的"杠杆"作用;推进农村建设用地制度改革,建立农村土地实物交易市场;盘活农村建设用地,建立城乡统筹发展基金;加快制定农村公共服务建设标准,推进公共服务均等化进程;以农民新村建设为契机,推进产品型农业向功能型农业转型;建立科学的政绩考核指标体系。There emerges ＂double two heaviness and lightness＂ tendency in the process of urbanization of heavy bigness and light smallness and heavy city and light rural areas. From the formation mechanism, ＂double two heaviness and lightness＂ is the result of double mechanism non-rational interaction of ＂land finance＂ and ＂GDP first＂. Therefore, in order to promote the healthy development of urbanization, six recommendations are proposed. They are further improving the land macro-control ＂leverage＂ effect, promoting the reform of rural construction land system, establishing rural land barter trade market, invigorating rural construction land, setting up a fund to balance urban and rural development, speeding up the formulation of rural public service construction standard, promoting the process of public services equalization, and establishing a scientific performance evaluation index system to promoting the transformation of product agriculture to function agriculture by taking the advantage of peasant village construction.
