摘　　要：在对我国再生资源产业运行中广泛存在的市场失灵和政府失效分析的基础上,从有限理性经济人假设出发,得出各利益主体的分散决策、相互分隔、难以形成共同利益目标和产生合力效应是造成两种现象的主要原因。通过对我国再生资源产业各利益相关方的相互关系、行为以及对行业影响分析的基础上,提出构建多级治理模式是实现行业"善治"的根本出路。The market and government failure have been around in resource regeneration industry in China. In the premise of limited rational economic individual, the mail reason of the two failures is separated decision, competitions each other, difficult to form common benefit and composition of forces among all stakeholders. Through analyzing stakeholder behavior and relation, and the influence on the industry, the study proposed that the ultimate method of the industry good governance is construct multilevel management.
