我国工业企业节能减排激励与约束机制研究

摘　　要：近期我国多个城市出现了由雾霾引起的大气污染问题,环境问题形势严峻。做好工业企业节能减排工作,是解决我国资源匮乏、环境污染问题的重要途径。而做好工业企业节能减排的首要任务是建立完善的激励与约束机制。文章通过建立激励与约束机制来促进工业企业节能减排,激励机制的建立主要包括财政补助补贴、税收减免优惠、金融信贷支持、舆论媒体宣传及政府采购支持等;约束机制的建立主要包括严厉的监督管理制度、严格的行业产品标准、绿色会计制度、产品责任制、税收改革以及道德约束等。Recently several cities in China caused by the haze of air pollution problems, environmental problems facing a grim situation. Good energy saving work of industrial enterprises, is the solution to our lack of resources, environmental pollution problems in an important way. The firse task good energy saving industrial enterprises is to establish and improve the incentive and constraint mechanism. In this paper, the r~：search through the establishment of incentive and constraint mechanism to promote energy saving industrial enterprises, the establishment of incentive mechanisms including financial assistance subsidies, tax breaks, financial and credk support, public opinion, media campaigns and government procurement support; the establishment of constraint mechanisms mainly include severe supervision and management system, strict industry standard, the system of green accounting, product responsibility, tax reform and moral constraints.
