可持续发展视角下的土地资源用途规制——基于土地约束新古典经济增长模型的思考

摘　　要：从不存在土地约束的新古典经济增长模型和存在土地约束的新古典经济增长模型入手,说明了土地约束对于经济长期持续增长具有阻碍作用。在此基础上阐释了土地用途规制与土地资源可持续利用之间的内在逻辑,并从城市化对土地需求的助推、地方政府经济利益的驱动、农地产权制度的缺陷、土地征收制度的不健全和权力寻租的角度分析了目前我国土地用途规制的内在困境,并据此提出了相应的规制思路。Based on the neoclassical economy growth model with no land constraints and that with the land constraints, this article declares that land constraints hinder the long-term sustainable economic growth. According to this argument, the article expounded the internal logic between land use regulation and sustainable use of land resources. Also, this article analyzes the inherent difficulties of China＇s current land use regulation, which includes the urbanization demands for land, the economic interests of local governments, the defects of the rural land property system rights, the imperfections of the land expropriation system, and power rent-seeking. And then puts forward the corresponding regulation suggestions.
