摘　　要：共性技术作为一种能够在一个或多个行业中得以广泛应用的竞争前技术,具有"公共物品"特征,当前我国共性技术研发组织发展存在很多问题和挑战。本文分析共性技术研发组织发展过程中暴露的现实问题,提出了3OM分析方法,从定位及功能(orientation and function)、组织机制(organization mechanism)、运行机制(operating mechanism)和管理体制(management system)四个维度来整体提升我国共性技术研发组织的效率。Generic technology is the precompetitive technology that can be used in one or multiple industries, and has the characteristics of ＂public goods＂. At present, there still exists many problems and challenges in the development of R＆D organization. This study analyzes the exposed real problems in the course of development of R＆D organization, and proposes the 3OM analysis method. The efficiency of generic technology r＆d organization is improved from the following four aspects： orientation and function, organization mechanism, operating mechanism and management system.
