基于CEM的国家森林公园游憩环境属性价值评价研究

摘　　要：伴随自然旅游需求的快速增长,国家森林公园如何更好地发挥生态保护和游憩服务功能已成为一个重要的学术问题。然而,就游憩产品属性而言,国家森林公园提供的是一种包含多种环境和管理要素的综合性公共服务产品(public composite product)。那么,采用什么样的游憩环境属性配置才能在有效地保护自然资源的同时最大化地满足旅游者的游憩服务需求,将是国家森林公园管理工作面临的一项重要挑战。本文以旅顺口国家森林公园作为研究试点,采用选择实验(CE)和条件评价问卷设计方法,从自然资源、人文资源、社会承载力、公园管理四个维度收集旅游者偏好信息。通过构建条件logit模型对当前景区游憩环境属性配置做出价值评价,基于虚拟的属性配置计划识别最佳景区属性配置方案,最后运用边际分析估计各种属性的经济价值。研究结果表明:目前公园旅游使用价值为每年人均59元,游憩环境属性配置尚处在一个较低的可接受水平。但是,与可以实现的最佳配置状态价值(WTP=163元)相比,仍然具有较大的改善空间。Along with the rapid growth of natural tourism,how to make a national forest park better play a role in safeguarding the ecological system and providing best recreational service functions has become an important research issue.However,based on its very nature of the recreational product,the national forest park provides a composite product which involves a multi-facet attributes.Thus,what kind of park attribute combination can do the best for the natural resource protection and satisfy with tourists＇ recreational demand turns out to be a challenge task for the park management authority.This paper applies a choice experiment method in conjunction with contingent valuation survey design,taking the Lushunkou national forest park as a pilot study area to carry out sampling survey.The survey content is focused on the following four aspects：①natural resources,②humanity resources,③social carrying capacity,and ④ park management.A conditional logit model is utilized to estimate economic value for the current park＇ s recreational environment attribute combinations,identify the best attribute combination plan based on those designed contingent attribute combination scenarios,and finally to examine the economic value of various individual attributes using marginal analysis.The park＇ s recreational use value at present is 59 Yuan/person per annum,and yet at the present the park＇ s recreational environment attribute combination is in its lower acceptable level.A big gap exists between the best attribute combination （WTP =163 Yuans） and the current situation,which implies there is a large room for the park management improvement.
