“资源-资产-资本”视角下矿山废弃地价值实现路径研究

摘　　要：矿山废弃地高效再利用日益引起社会关注。"资源-资产-资本"三位一体资源管理观的提出为分析与构建矿山废弃地价值实现路径、深化矿山废弃地再利用管理研究提供了崭新思路。本文以"资源-资产-资本"三位一体管理理论为基础,首先归纳了矿山废弃地属性认识、再利用特征,认为矿山废弃地具有环境问题、资源、资产、资本属性,其再利用是矿山废弃地经济社会生态环境价值再生过程;并从法律法规建设、复垦利用实践、交易市场形成等方面分析了矿山废弃地价值实现路径研究的现实基础;然后构建了"资源-资产-资本"视角下矿山废弃地价值实现路径,并分析探讨了其资源化、资产化、资本化过程,以期建立矿山废弃地价值有效运作机制。研究结果表明现阶段下只有能达到投资者期望收益率并能预期收回投资或者在现行政策框架下可以通过创建市场实现市场化运作的矿山废弃地才能资本化,实现其市场价值。最后文章从加强复垦利用示范工程推广以显化矿山废弃地再利用价值、建立和完善矿山废弃地再利用有关的服务机构、继续加大政府政策支持力度和引导三方面提出了促进矿山废弃地价值实现的建议。Reusing abandoned mine lands had increasingly aroused the social concern.‘ Resource-Asset-Capital＇ trinity management view provided a new idea to analyze and establish the value realization path of abandoned mine lands and deepen the reusing management research.Based on the theory of ‘Resource-Asset-Capital＇ trinity management,firstly,attributes and reusing characteristics of abandoned mine lands were summarized,concluding that abandoned mine lands had environmental problem,resource,asset and capital attributes,and reusing abandoned mine lands was a regeneration process of social,economic and environmental value; Then from three aspects,the laws and regulations construction,reclamation practices and exchange market formation,the realistic basis of researching value realization path of abandoned mine lands was analyzed; secondly,the value realization path of abandoned mine lands under the perspective of ‘ Resource-Asset-Capital＇ trinity management view was built,and the processes of transforming into resource,transforming into asset,and transforming into capital were analyzed,aiming to establish effective value operation mechanism of abandoned mine lands.Research results showed that,at present,only two kinds of abandoned mine lands could be capitalized and realized market value：the one that could achieve investors expected yields and the one that could realize market-oriented operation by constructing market mechanism under current policy framework.Finally this paper put forward some suggestions promoting the value realization of abandoned mine lands from three aspects：strengthening promotion of demonstration projects in order to manifesting reusing value of abandoned mine lands,establishing and improving related services of abandoned mine lands reuse,and continuing to strengthen the government＇s policy support and guide.
