摘　　要：目前,"大信访、小复议"的行政救济选择格局与"小信访、大复议"的理想选择格局背道而驰。基于这一现实,应当在行政复议与信访之间建立对接联动机制。该机制的建立应遵循缓兵原则和引导原则。在具体措施方面,一是建立案件分流机制,二是实现政务公开。Currently, the administrative relief selection pattern of large getter visits and small administra- tive reconsideration acted counter to the ideal selection pattern of small letter visits and large administrative re- consideration. Based on reality, a docking linkage mechanism should be established between administrative re- consideration and letter visits. Stalling tactics and guiding should be the fundamental principle. Shunting cases and making government affairs public should he concrete measure.
