组织监督与网络监督合力机制的理论构架

摘　　要：积极构建组织监督和网络监督合力长效机制,既是现实中监督工作的困境诉求,也是组织监督与网络监督具有互补性之必然。基于现实,为进一步达到两者优势的互相叠加和劣势互相规避的效果,尤其需要从对接机制、运行机制、动力机制和保障机制四个维度,构建一个完备的组织监督与网络监督的合力长效机制。同时,要妥善处理好组织监督与党委政府、其他监督主体及网络监督之间的关系,加强在理论上、监管方式上和技术上的创新,以促进和保障组织监督和网络监督合力长效机制的良性运行。The active construction of the resultant mechanism between network supervision and organization supervision is not only a plight appeal of supervisory activities in the practice, but also a complementary necessity between them. Based on the reality, to maximize their advantages and minimize their disadvantages, we should establish a lang-term resultant mechanism through four dimensions, which include the abutment, operation, power and safeguard mechanism. Meanwhile, we should properly handle the relationship among organization supervision, Party committees and governments, other supervision subjects and network supervision. We should also strengthen the innovation of theories, supervision methods and technology so as to promote and ensure the benign operation of the resultant mechanism between network supervision and organization supervision.
