摘　　要：差别化耕地保护是为了解决发展经济与保护耕地资源的矛盾而提出来的,是促进土地利用结构调整,实现经济、生态和耕地资源相协调的有效途径。本文基于怀来县土地利用现状,从自然承载性、经济支撑性和生态持续性等三个方面选取18个指标,通过聚类分析对17个乡镇进行了土地利用功能分区,按照耕地保护数量大于等于耕地需求量这一原则,结合耕地质量等级划定成果合理进行耕地空间布局。结果显示,土木镇、大黄庄镇、西八里镇3个乡镇作为怀来县粮食主产区,应种植粮食作物的耕地面积最大,均达到2000 hm2以上;其他乡镇均需要保护一部分相对较高级别耕地来种植粮食作物,其他低级别耕地可根据其所在的功能区的功能和定位,相应种植其他作物,但耕地数量绝不减少。结果表明,该方法科学合理,体现区域的差别化既能够保障经济的发展和生态的平衡,又使得怀来县的耕地保护情况得到明显的改善。Differentiating the protection of cultivated land can solve the conflicts between economic development and the limits of cultivated land resource. It is an effective method, which can promote the adjustment of land use structure and complete the coordination of economic, ecological and land resources. This paper is based on the present status of land utilization in Huailai County, and selects 18 indexes from the natural carrying capacity, economic support and ecological sustainability. Through the cluster analysis of 17 towns, this study makes the functional division of land utilization in these towns. According to the principle that the protection of cultivated land quantity is not less than the demand of cultivated land, we accomplish the reasonable land space layout on the base of the quality levels of cultivated land. The result shows that as the major grain producing areas in Huailai County, three towns （including Tumu, Dahuangzhuang and Xibali） have the maximum cultivated land area and each cover above 2000 hm2. The other towns need to protect a part of cultivated land with relatively higher quality to grow food crops, while utilize the rest cultivated land with lower quality to grow non-food crops according to their function and orientation. However, the quantity of cultivated land should not be reduced. The results indicate that the method is scientific and reasonable, and the regional differentiation can not only guarantee the economic development and ecological balance, but also improve the situation of farmland protection obviously in Huailai county.
