摘　　要：低碳经济模式的确立是促进工业文明向生态文明转型的重要举措。它是一项系统化工程,必须依靠政府、市场、非政府组织构成的多方行动体系予以实现。然而,政府与市场在发展低碳经济过程中又面临着许多局限性和低效性,需要非政府组织进行弥补。但是,由于受到体制制约与能力限制,非政府组织在治理过程中经常失效,遭遇尴尬。比如,专业能力、运作能力和国际活动能力发挥乏力等等。因此,需要从政府支撑、自身建设、打造公民文化和增强国际话语权等方面克服治理困境,谋求提升的方式方法,促进低碳经济发展。Low -carbon economic pattern is important to promote the transition from industrial civilization to ecological civilization. It is a systematic project, which can be realized by relying on the multilateral interaction systems consisting of government, market and environmental NGOs. However, the government and the market have various limitations and inefficiencies, which need to be remedied by environmental NGOs. Due to the restriction and limitation, environmental NGOs often encounter governance failures in professional ability, operation ability and intemational activities. Therefore, in order to seek ascension of abilities and promote the low - carbon economy, we need overcome the difficulties by means of govemment support, self - building, transformation of civic culture and international influence.
