长三角地区专利技术转移的瓶颈与对策

摘　　要：世界科技与经济一体化水平迅速提高和战略性新兴产业的发展,进一步突出了专利等知识产权创造与应用能力的战略地位。专利技术转移是专利创造与应用能力建设的基本。长三角地区存在专利技术转移的需求、供给、区域创新体系、政策和社会中介等五个瓶颈因素。破解之道在于:制订区域性联手政策措施,充分发挥地方政府在促进专利技术转移方面的作用;加强专利转移的人才队伍建设,完善市场化专利转移中介服务体系建设;建立区域性的专利信息服务和共享机制。The soaring increase of technological and economic integration, together with the development of strategic industries, reveals the strategic significance of the creation and application of intellectual property. The technology transfer of patents is the base for the creation and application of patents. However, there are bottlenecks to the technology transfer in the Yangtze River Delta, such as the demand, supply, regional innovative system, policies and social medium. The so- lutions are proposed as follows. Firstly, joint measures on regional levels should be drawn up, so as to make full play of the municipal governments. Secondly, the team of talents in technology transfer of patens should be formed, so as to es- tablish a matching system. Lastly, the mechanism for the servicing and sharing of regional patents should be built.
