摘 要:为了降低高速公路日常运营管理成本、提高运营管理及应急救援的效率,建立了一种综合考虑日常管理与应急救援的管理所综合成本选址模型.运用最小生成树法将高速公路路网划分成简单的小交通网络,综合考虑路网的复杂性和潜在交通事故隐患点,分别建立高速公路日常基本运营管理成本选址模型和交通事故应急救援成本选址模型,将二者结合以建立高速公路管理所综合成本选址模型.在保证一定的救援时效要求下,以综合成本最优为目标进行优化求解.实例应用结果显示,该模型能得到管理所量化最优位置,综合成本比初始方案减少约1.57%,优化了救援滞后时间,满足了救援时效.因此,该模型能够对高速公路管理所选址进行定量分析,并能使高速公路日常管理和应急救援综合效益达到最优.In order to reduce daily operation management costs of expressways and improve the effi-ciency of operation management and emergency rescue,a comprehensive cost location model of the expressway management office,considering daily management and emergency rescue,was put for-ward.The method of a minimum spanning tree was used to divide the expressway network into small and simple traffic networks.Considering the complexity of the networks and the potential traffic acci-dent black-spots,an expressway daily operation and management cost location model and a traffic accident rescue cost location model were established,respectively.The comprehensive model was then put forward by combining those two basic models.Under the guarantee of rescue time require-ments,the optimization solution was calculated aiming at a comprehensive cost optimum.The appli-cation results show that by this proposed model,the quantitative optimal location of the management office can be obtained.The comprehensive cost is about 1.57% less than that of the original location plan.The rescue lag time is optimized and the rescue time requirement is met.Therefore,by this model the location of the expressway management office can be quantitatively analyzed,and the expre-ssway daily management and emergency rescue comprehensive benefits can achieve optimal results.
