我国中央政府和地方政府权力调整中的集与分——基于国家统治和管理效率的双维度分析

摘　　要：中央政府和地方政府权力关系调整是我国政治体制改革的难点,中央和地方关系的任何一种模式——集权或分权——都各有利弊,中央集权有利于树立中央的权威,进而有利于国家统一和社会稳定,却具有体制僵化和损害地方自由的危险;地方分权有利于地方自主和更有效率的发展,但却有产生地方保护主义进而危害国家统治的危险。基于国家统治和管理效率的双重目标,我国应该合理划分中央和地方的权限,并使权力调整制度化和法制化,通过有选择的集权和制度化的分权,构建相互合作和依赖的中央政府和地方政府关系,实现集权和分权的平衡。Based on the dual goal of state governance and management efficiency, our country should be rationally divided the authority of the central and local governments, and make the power adjustment institutionalization and legalization. Through selective centralization and decentralization institutionalized , building mutual dependence between the central government and local governments, realize the balance of centralization and decentralization.
