摘　　要：山西省已明确了农村转型发展的战略目标。要实现农村的成功跨越发展,就必须要破解目前所面临的政治、经济和精神文化方面的困境,进一步强化农村的政治保障、完善经济保障和推动文化保障。Since the strategic goal of rural transition development has been defined clearly by the provincial government of Shanxi, how to make it is actually faced with political, economic and cultrual dilemma. To deal with the situation, it is necessary to strengthen the political security in the countryside, and to improve and promote the economic and cultural security as well.
