摘　　要：讨论了美国 1 999年夏季电力事故及其原因 ,并介绍了美国区域输电组织 (RTO)的基本特征、功能及有关规则 ,指出我国电力市场建设中应注意 :1尽早提出电力市场条件下的投资规则 ,避免电力改革中出现历史性电力短缺 ;2加强电网安全分析和电力系统风险评估的研究 ,并在电力市场技术支持系统的建设中强调安全分析功能 ;3重视区域调度的作用 ,扩大发电竞争范围 。US power accidents in the summ er of 1999and their reasons are discussed.The construction,functions and rules of RTO are introduced.Some urgent problems are put forward for the newly developed China power m arket,which are 1an investm ent regulation should be formed as soon as possible to avoid the historic power shortage during the electrical industry reform s,2 the power system security analysis and risk evaluation should be enhanced especially in the construction of the power m arket operation system,3 the roles of larger- regional dispatching centers should be stressed in order to expand generation competition and improve the grid security.
