摘　　要：重大行政决策的范围应该限定于对本地区具有基础性、战略性和全局性、需由政府决策的重大政务事项。重大行政决策对社会的影响可从其与重大行政管理的关系体现。重大行政决策法治化对于构建现代法治政府、实现重大行政决策民主化和科学化、发展社会主义市场经济、促进社会和谐都具有重要意义。可将域外主要发达国家的经验作为重大行政决策法治化的入径。重大行政决策法治化的建构需要明定决策主体的权限与范围、规范程序、增强法律监督机制、健全责任追究制度,并应配套相应的政治体制保障。A major administrative decision is closely related to government＇ s crucial administrative affairs with fundamental, overall and strategic significance, whose influence finds expression in its connection with major administration. The making of major administrative decisions by law has great significance to the establishment of a government ruled by law, the realization of making major administrative decisions in a democratic and scientific way, and the promotion of socialist market economy and social harmony. The relevant experi- ence from abroad is helpful to China. The construction of the system for making major administrative decisions by law esquires the clarification of the role of the decision - making authorities, the improvement of the procedures and the legal supervision, a workable responsibility system as well as the corresponding political system.
