摘　　要：智慧城市建设正在各省市全面展开,但由于缺乏相关法律政策引导、市场竞争机制不足、建设理念存在偏差等因素,建设过程中出现了各种问题和不足。结合目前我国智慧城市建设中突出存在的诸如缺乏长期的统一规划和对自身城市特定的清晰定位,忽视智慧应用建设和"政-企-人"三方互动,以及公共管理和支撑体系尚未健全,缺乏相应的制度、人才和资金支持等问题的分析,提出包含智慧化基础设施、公共管理应用、公共服务应用和公共支撑体系四个层面的智慧城市建设水平评价指标,以期为智慧城市建设理论体系的丰富、智慧城市发展水平的提高、智慧城市建设的促进提供有益参考。The construction of ＂Smart Cities＂ has gained momentum in China, but there are numerous problems in the process of their construction due to the absence of the guidance of relative laws and regulations, the lack of market competitive mechanism and poor construction concepts. Through an incisive analysis of the key problems in the construction of Smart Cities in China, this paper proposes an evaluation indicator system which includes the Smart Infrastructure, Public Administration Application, Public Service Application and Public Support System to improve the accuracy and pertinence of evaluation for smart cities. This system will also enrich the Smart - city theories and improve their development level.
