摘　　要：在欧洲共同体及欧洲联盟的实践和发展中,国家主权被赋予了比以往更丰富的内容,各个成员国的国家主权让渡行为可以按不用标准进行多种划分,其特征表现出该机制尚不十分完善和稳定,并产生一些新的问题和争论。但是,欧盟成员国的主权让渡形成了主权行使的新机制,在协调成员国与政府间组织的利益方面具有创新性。With the development of European Community and European Union, the significance of National Sovereignty is increasingly crucial. Each member can transfer the National Sovereignty according to different criteria, but the mechanism that the transfer of National Sovereignty is imperfect, unstable and controversial. However, the transfer of National Sovereignty creates a new mechanism, which can harmonize between the EU Member and the intergovernmental organization.
