摘　　要：从历史上看,农村通信虽然属于地方国营企业,且地方政府也对其发展给予了支持及政策和财政上的优惠,但实际上始终是由原邮电部门投资、管理和经营的。目前,从技术和网络结构上看,农村通信基本上都属于C3本地网的范围,原来意义上的农村通信已不复存在。从全程全网的经营管理、中国电信的发展和普遍服务的意义上来考虑,农村电信应全部无偿地划为中国电信集团所有。Historically speaking, the rural communications was under the jurisdiction of the local state - operated enterprises and the local govern-ments granted much support as well as preferential policies and financial privilege, but in fact its investment, supervision and management were conducted by the former P & T departments. At present, rural communica-tions falls into the category of the C3 local networks in terms of both tech-nology and network structure. Considering the overall network operation and management, telecom development conditions, and universal services, the rural telecom should be assigned to the China Telecom Group in its entirety without compensation.
