医药供应链优化整合问题研究

摘　　要：随着新医改深入推进,药品流通行业迎来新一轮的整合发展。医药供应链面临着国际国内市场竞争加剧、成本高效率低、运营风险增加和药品流通管制制度效率低下等一系列问题。研究表明:医药供应链的优化整合应遵循药品流通的特殊性、平衡经济效益和社会效益、注重与药品流通管制制度相协同等原则。在医药供应链整合的策略上应做好以下五个方面的工作:以药品需求特性为基础对供应链进行分类,通过有效激励促进知识共享与合作,推进信息技术和现代物流技术升级,构建敏捷性供应链支撑药品需求管理以及通过业务流程再造与创建风险管理文化等来规避运营风险。With the promotion of new medical reform, there are great opportunities for the development of pharmaceutical circulation industry. Pharmaceutical supply chains are challenged by fierce competition from overseas and domestic, increasing circulation cost, low circulation efficiency, high risk of supply chain operation, and poor efficiency in regulation. Our research indicates the optimization and integration of pharmaceutical supply chains should conform to the principles related to specificity of pharmaceutical circulation, balanced economic profit and social benefit, and coordination in regulation. The following five aspects on strategies should be focused, namely demand-based supply chains sassortment, knowledge sharing and cooperation via effective incentives, promotion in information technology and modern logistics technology, supporting management on pharmaceutical demand by building agile supply chain, and avoiding risk of operation by business process reengineering and risk management.
