福建省集体林权制度改革后农村公共财政投入研究

摘　　要：通过调研发现,福建林权制度改革尚存一些深层次矛盾和问题:林权抵押贷款制度亟待健全,林业信贷扶持力度不够;森林保险尚待推进;林业规模化程度有待提高;林业服务体系有待健全。为了解决这些问题,需要完善农村公共财政投入,创新和完善林业融资体制,加快推进林权抵押贷款;健全森林保险制度,降低森林经营风险;加强林业经济合作组织建设,提高林业规模化程度;健全林业社会化服务体系。Through the investigation, the author finds there are four in-depth problems in the system reform of collective forest right in Fujian province. Firstly, the mortgage and loan system of forest right needs to be perfected and forestry credit needs more support. Secondly, forest insurance should be pro- motod. Thirdly, forestry scale level needs to be improved. Lastly, forestry service system needs to be perfected. Therefore, in order to solve these problems, the author gives four methods. Firstly, it needs to improve rural public finance investment, make forestry financing system innovated and perfected and promote forest right mortgage and loan. Secondly, the system of forest insurance should be perfected so that the risk of forest management would be reduced. Thirdly, the founding of forestry cooperation or- ganization should be strengthened in order to improve forestry scale level. Lastly, the socialized service system of forestry needs to be improved.
