统筹城乡基层党建的现实动因

摘　　要：党的十七大以来,经济社会发展变化使基层党建工作格局发生了历史性变革,组织设置和资源配置、党员发展和教育管理、服务群众和整合社会等方面都面临新课题。统筹城乡基层党建是新形势下的必然选择,需要形成统筹发展的新格局和科学发展的新优势。ince the 17th National Congress, the changes in economy and society have caused the historic revolu-tion of our party＇ s construction in the grassroots level ; therefore, the new problems has emerged in the organiza- tion framework, resource allocation, party member development, educational administration, service to the mas-ses and integration of society etc. Integrating our party＇ s construction in the urban and rural areas is an inevita-ble choice in the new situation, which needs to form a new pattern of integrating the construction of the party and the new advantage of scientific development.
