发展华侨华人慈善事业的政策探讨

摘　　要：建立和完善慈善事业管理支持体系是华侨华人慈善事业在中国发展的重要条件。建立慈善事业管理支持体系,应准确定位政府的职能和角色,多种社会力量协作。除政府支持外,侨属与民间组织的联络、媒体的推动与学界的研究也不可缺少。华侨华人慈善事业,须坚持民办本色,以市场机制为运行机制,充分发挥市场对慈善资源配置的作用,追求效率,以促进公益事业的良性发展。Establishing and perfecting the charity management support system is an important condition for developing overseas Chinese- funded philanthropy in China. To set up a sound charity management support system,the government's functions and role should be accurately defined and various social forces should cooperate and be involved. In addition to government support,liaison between relatives of overseas Chinese and non- governmental organizations,media promotion and academic research are also indispensable. Overseas Chinese- funded philanthropy should be private in character and guided by market mechanisms,and full play should be given to the market in the allocation of resources so as to achieve efficiency and promote the healthy development of public good undertakings.
