摘　　要：公共图书馆"馆点线制"服务体系建设的制度设计,是通过引入"院线制"经营理念和方法而形成的制度创新成果。其基本理论模型是:以现代公共事务治理理论为基础,以适应区域经济社会发展、尊重制度变迁的历史逻辑、推动基本公共文化服务均等化为原则,以基层服务点建设、管理和运行为中心,以培育并挖掘社会"合作治理"、行业"自主治理"秩序的力量为手段。The construction of service system of ＂Chain System and Grass-Root Sites of Public Libraies＂ is innovation results of management idea and methods by introducing ＂Theater Chain System＂. The basic theory model is： based on the modern public affairs governance theory, adapting to regional economic and social development, respecting the historical logic of institutional changes, promoting the equalization of basic public cultural services, centering the construction, management and operation of grass-root sites, taking the means of cultivating and mining the power of society ＂＇ cooperative governance＂ and industry ＂autonomous governance＂.
