国家环境保护规划考核框架与技术探讨研究

摘　　要：在对考核与评估概念及其外延差异进行识别的基础上,从机制框架设计与方法技术应用两个层面对国家规划考核技术进行探讨:1.从框架设计层面来说,分为逻辑因果和系统动力学两种类型;2.从方法技术层面而言,可以从评估考核的结果表现形式、评估考核的基底以及评估考核的表现方式进行分类。结合《国家环境保护"十一五"规划》终期考核工作,进行应用案例研究。最后就国家环境保护规划考核提出建议:1.考核参与各方应在考核主要方面达成"共识"。2.应保证具体考核指标"测量"标准的一致性。On the basis of difference identification between assessment and evaluation in the aspect of concept and its exten- sion, this paper discussed on the national plan assessment techniques from the aspects of mechanism and framework, methods and techniques ： 1 ） Two types of framework was discussed ： logical causal type and system dynamics type ; 2） Three classification meth- ods of techniques applied in assessment was suggested ： manifestation assessment results, historical base assessment, process mode assessment. It conducted a case study by combining the final assessment results of ＂National Environmental Protection during E- leventh Five - Year Plan＂. Finally, some suggestions on the assessment of national environmental planning were proposed ： 1 ） It is indispensable that every party in the assessment process should reach a ＂consensus＂ in the key aspects. 2）Consistency in measur- ing standard of specific indicator should be guaranteed.
