基层社会的重塑——以新社区为基点

摘　　要：以房产利益为纽带的全新的业主群体已经在不知不觉间成长为社会参与的主体力量,而因相同爱好而连接在一起的爱好者共同体则如雨后春笋般地在涌现、超高速地增长。这些异质性很强、利益志趣完全分散化的个人,正在利用手中的选择权和网络的沟通力量,自主性地重新建设自己的社区。以房产利益和共同志趣爱好为纽带的新社区——"自主的社会领域"正在形成,我们的基层组织和政府应当充分认识到来自民间强烈的自主建设梦想家园的愿望,调整我们对社区的认识,以新社区为基础重新塑造我们的基层组织和社会调控机制。The property owner residents linked by common housing interests have now rapidly grown into a significant group with active social participation. This group consists of heterogeneous individuals with diver- sified goals, hobbies and interests, who are now rebuilding their own communities by using their right of choice, and taking the advantage of internet communication. The author holds that these new types of commu- nities, tied with housing interests or similar aspiration and personal hobbies, are becoming mature to form an ＂autonomous social sphere＂. Government and grass -root organizations should therefore have full understand- ing of these strong civilian desires to build their dream home on an autonomous basis, change their old ideas about communities, and with new type of community being the foundation, reshape our grass - root organiza- tions and our social regulating mechanism.
