摘　　要：作为政府行政审批制度改革的"试验场"和"前沿阵地",各级地方政府政务服务中心(行政服务中心)在信息化的大潮下,正面临着服务模式的转变及诸多发展潜力。依托高度发达的信息化技术,利用电子政务管理体制和行政管理体制改革的契机,政府政务服务中心应明确角色定位、增强组织管理能力、加强业务集成、推进体系和制度建设,并处理好网上审批和网下服务、业务和技术、分散与集成等方面的关系,构筑起完善的政务服务体系和服务模式。As the reform of administrative examination and approval system, ＂Proving Ground＂ and ＂frontier＂, local gov- ernments Administrative Service Center （Administrative Service Center） in the tide of information, is facing a paradigm shift, and much service development potential. Relying on a highly developed information technology, the use of e-government management system and an opportunity for administrative reform, the Administrative Service Center should clear its role, and enhance organizational management capacity, strengthen business integration, propulsion system and institution building, and deal with online approval and offiine services, business and technology, decentralized and integration and other aspects of the relationship, to build a sound system of government services and service models.
