摘　　要：Speenhamland制度是18世纪末英国一种院外救济形式的济贫制度,该制度是一种工资补贴制度,其主要内容是将一定重量的面包价格与家庭规模作为补贴的主要标准。该制度实行的工资补贴标准体现了济贫所应包含的"公平"内涵,在英国的济贫演变历史上有着不可忽视的作用。然因其过分注重公平,忽视了济贫支出的物质基础,即经济发展的效率问题。Speenhamland system is a kind of poor relief in the late 18th century. Its major feature is a wage subsidy, taking the price of bread with the scale of family as the main standard. From the poor relief view, this system embodies equality, playing a considerable role in the British poor relief history. But it overemphasized equality, and ignored the basis of poor relief expenditure, that is, efficiency of economic development.
