摘　　要：增强警察权力道德制约的实效性既是一个理论问题,又是一个实践问题。法律控制和道德约束是保证警察权力正常行使的两个重要维度,警察权力道德约束是对其他制约方式的补充和超越。由于道德制约权力不是万能的,道德作用本身的有限性决定了道德制约权力效果的有限性。因此从现实性看,道德制约权力的效果并不理想,权力道德缺失现象还很普遍。创新道德教育、完善道德问责、健全道德制度、推进道德立法是增强警察权力道德制约的实效性,走出警察权力道德制约现实困境的有效路径。Strengthening the effectiveness of moral restriction on police power is a theoretical and practical problem. Legal controlling and moral constraints are two important dimensions to guarantee the normal exercise of the police power, and moral constraints is a supplement other restrictions.Because the moral constraints power is not all-powerful, the effect of moral restriction is limited. Therefore, from its reality, the effectiveness of moral restriction on police power isn＇t ideal, and moral absence in power is still very common. Creating moral education, perfecting moral accountability, improving moral system, advancing moral legislation are not only important to enhance the effectiveness, but also an effective path walking out the current dilemma.
