摘　　要：梳理开放资源建设的重大背景、重点事件、重要项目和系统,从而分析开放资源建设的发展历程、现状特点和存在的问题,并进一步总结归纳开放资源建设的影响因素和建设内容,最后提出开放资源建设策略。Open resources development is continuously promoted in the trend of OA movement. Based on a review of the OA background, big events, major projects and resource systems, the study analyzes the development process, characteristic and problems of open resources, and then sums up three influencing factors and four construction contents in the open resources development. Finally, open resources development strategies are pointed out.
