摘　　要：中国共产党高度重视社会组织的发展和管理工作,文章深入分析了我国社会组织发展态势、管理体制、政策导向以及社会组织发挥作用的现状和存在的问题,提出未来我国社会组织的发展趋势是在"服务型"政府理念和执能转变的基础上,构建以人为本"三位一体"的服务型管理模式、网络化的民间评价机制和事务性、公益性二元组合制的基层管理体制。社会组织将在"法制保障"的环境下获得健康发展,真正发挥社会基层管理主力军的作用。The Communist Party of China attaches great importance to the development and management of social organizations. This artieie deeply analyzes the development situation, management system and policy orientation of China＇ s social organizations, as well as their status and the existing problems. Furthermore, this article presents the view that based on the people-oriented service mode and transformation of government functions, the future development tendency of social or- ganizations is to build a basic level management system, including a people-oriented ＂trinity＂ service management mode, the network of civil evaluation mechanisms and a public affairs and public welfare binary management system. In the envi- ronment of ＂legal guarantee＂, social organizations will gain healthy development and really play the role of main force in the basic level management.
