摘 要:为合理确定农网电压序列改造时机,在科学构建农网结构模型的基础上,建立并推导了农网电压序列改造方案建设投资、运行维护费用、网络损耗费用以及原有设备残值等计算模型。计及规划期负荷动态增长特性,在改造方案年费用计算中,采用了电网设备与负荷增长比例相同步的逐年建设投运方式,给出了与之相对应的改造方案投资分配方法。同时,因现有改造决策对后续寿命周期电网建设投资的影响,导致后续改造周期的年费用难以计算,为此提出了设备建设投资的分摊处理思路和方法,有效解决了计及后续寿命周期改造方案经济性的方案优化比选难题。在此基础上,以单位面积年费用作为改造决策的经济性评价指标,建立了农网电压序列改造的经济比较模型。经算例分析,得出了220/110/35/10 kV电压序列农网改造为220/110/10 kV电压序列的合理时机及其改造后的经济效益,该结果验证了文中模型及方法的合理性。To determine the right time for voltage grade sequence renovation of rural power network reasonably, on the basis of rationally constructing structural model of rural power network calculation models of the construction investment for renovation scheme of voltage grade sequence of rural power network, the operation and maintenance fees, the network loss cost and the remanent value of existing equipments are derived and established. Taking dynamic load growth during the planning period into account, in the calculation of annual cost for the renovation scheme the year aiter year mode of construction and commissioning, in which the increase rate of power equipments is in accordance with the load growth ratio, is adopted and corresponding method to allocate the investment for the renovation scheme is given. Meanwhile, in view of the impact of existing renovation decision on investment for power network construction in follow-up life cycle, it is difficult to calculate the annual cost in follow-up life cycle. For this reason, the thinking and approach for apportioning and handling construction investment for power equipments are proposed to effectively solve the difficult problem in optimization comparison and selection of schemes, in which the economy of renovation scheme for follow-up life cycle is considered. On this basis, taking the annual cost of unit area as the economic assessment index for the renovation decision, an economic comparison model for voltage grade sequence renovation of rural power network is established. Through example calculation and analysis, the reasonable right time for existing rural power network with voltage grades of 220 kV, 110 kV, 35 kV and 10 kV to be renovated into the rural power network with voltage grades of 220 kV, 110 kV and 10 kV as well as the economic benefit after the renovation are determined, and the reasonableness of the proposed models and methods is validated.
